Look at what he did to get Tamaki and Haruhi together. In my humble opnion, he did it because he has feelings for Haruhi but he wants the best for his best friend and Haruhi.

He freaking jumped off a cliff for her.

And no, I don’t think this was OOC of him, because in the manga (Chapter 24, to be more exact) Kyoya jumped in a pool to save Haruhi from drowning while Tamaki was searching for the lost crown.
